Those who play the lottery contribute billions to government revenues, and in exchange forego savings for retirement or college tuition.<\/p>\n
Lotteries are able to maintain broad public support by portraying themselves as a good investment with high returns and low risk, even if the actual odds of winning are extremely slim.
